Two different problems get reported the same way. One is “I cannot find HRV anywhere”, which is a navigation issue. The other is “the chart has gaps”, which is usually the watch behaving exactly as designed.
First: it is not on the watch
There is no HRV screen on the Apple Watch, no complication for it, and nothing in the Heart app on the watch that shows it. This surprises a lot of people and it is not a bug.
On your iPhone: Health, Browse, Heart, Heart Rate Variability. That is the only native place it appears.
Second: gaps are normal
The Apple Watch does not sample HRV continuously. It takes readings opportunistically when it finds a suitable moment, primarily periods of stillness, and most reliably while you sleep. It also takes one during Breathe and Mindfulness sessions.
The practical consequence is that a day with no reading is normal if you were busy and did not wear the watch to bed. Someone who wears it overnight every night gets readings most days. Someone who takes it off at night may get a handful a week.

If there are genuinely no readings at all

Turn Wrist Detection on
iPhone, Watch app, Passcode, Wrist Detection. With it off the watch stops measuring heart rate altogether, and HRV is derived from heart rate. This is the most common cause of a completely empty chart.

Check heart rate measurement is enabled
Watch app, Privacy, and confirm heart rate is on. If your heart rate data has gaps in the same places as your HRV data, this is where to look.

Fit the band snugly
The back of the watch needs contact with your skin. A loose band produces failed readings rather than wrong ones, so the chart goes empty rather than inaccurate. Wear it slightly tighter at night than during the day.

Wear it overnight
The single biggest change you can make to how many readings you get. Sleep is the longest stretch of stillness you have, and it is when most measurements happen.

Check Health app permissions
If a third-party app is showing no HRV while the Health app has data, the problem is permissions rather than measurement. Health, profile, Apps, and confirm the app has read access to Heart Rate Variability specifically.
Things that legitimately interfere
Tattoos. Dark ink over the sensor area genuinely interferes with optical measurement. Apple acknowledges this. Moving the watch higher up the arm sometimes helps and sometimes does not.
Very cold hands. Peripheral vasoconstriction reduces blood flow at the wrist and can cause failed readings.
Wrist hair and loose fit together. Each alone is usually survivable; together they are a common cause of poor contact.
What a reading actually is
Worth knowing so the numbers do not alarm you: the Apple Watch reports SDNN, while many other devices report RMSSD. These are different calculations from the same heartbeats and produce different values, so a number that looks nothing like your old ring’s is expected rather than wrong.
