Washington has better running infrastructure than almost any American city its size, and most of it is federal. Rock Creek Park is 1,754 acres of genuine forest running from the Maryland line right into the middle of the city. The National Mall is two miles of flat gravel with monuments at either end. The C&O Canal towpath runs 184 miles from Georgetown to Cumberland without a road crossing. None of it was designed for runners and all of it is close to perfect for them.

How running works in Washington DC
DC's running scene is shaped by a transient professional population, in much the same way Gurgaon's is. A large share of the city arrives for a job, knows nobody, and joins a run club as the primary social move. That gives the clubs a welcoming, high-turnover character and explains why so many of them explicitly market themselves on community rather than performance.
The city has an unusually long institutional memory for a young-feeling place. DC Road Runners has been going since 1961 and DC Front Runners since 1981, and both still run full programmes. Alongside them, District Running Collective has become one of the more visible modern crews in American running, built around the city rather than a single neighbourhood, and newer groups like NoMa Run Club anchor to specific districts.
The trail contingent is stronger than outsiders expect, because Rock Creek Park is genuinely wild and the Virginia trails are twenty minutes away. Virginia Happy Trails Running Club covers the ultra and trail end across the wider region, running in Rock Creek and out at Great Falls.
When to run in Washington DC
Washington's summer is the thing to plan around. July averages 21°C at dawn and 31°C by afternoon, and the humidity that sits over the Potomac basin makes it feel worse than either number. It is the most oppressive summer of any northeastern American city on this list, and from late June through August running moves firmly to early morning.
Winter is comparatively mild for the latitude. January dawn averages minus two, with occasional snow that rarely persists. It is cold enough for gloves and nothing like Boston or Chicago, so the winter running season here is essentially uninterrupted.
Rain is even at 8 to 14 days a month with July the wettest, mostly as summer thunderstorms. There is no dry season and no monsoon.
April, May, October and November are the good months, and the cherry blossom fortnight in late March and early April is when the Mall and the Tidal Basin are at their best and their most crowded. Dawn between 7°C and 13°C in those windows is close to ideal.

The National Mall

Rock Creek Park

A flat crushed-stone path starting in Georgetown and running 184 miles northwest without a single road crossing. You will never run all of it. The first ten miles are the default long-run route for half the city.
The Mount Vernon Trail

Eighteen paved miles along the Virginia bank of the Potomac from Theodore Roosevelt Island down to Mount Vernon, with the DC skyline across the water and planes landing at National overhead.
The Capital Crescent Trail
